Jennifer J. Garber, MS, LICSW
Director of Admissions
Jennifer Garber brings over 25 years of leadership experience in behavioral health, clinical operations, and health plan management to her role as Director of Admissions at Capitol Park Mental Health Hospital. A licensed clinical social worker (LICSW) in Minnesota, Jennifer holds a Master of Counseling from Grace Theological Seminary and a Bachelor of Science from the University of Iowa.
Throughout her career, Jennifer has held senior leadership roles at major health organizations, including UCare, Medica Behavioral Health, Blue Cross Blue Shield of Minnesota, and Health Management Associates. She has led large multidisciplinary teams—up to 240 staff—focused on improving access to mental health and substance use disorder services across Medicaid, Medicare, and commercial populations.
Jennifer is known for her strategic vision and operational expertise, having designed and implemented innovative programs such as behavioral health case management systems, culturally responsive community response teams, and integrated care models. Her work has consistently emphasized collaboration with community partners, regulatory compliance, and the development of sustainable, person-centered care solutions.
She is a recipient of the MARRCH Gary Olsen Transformative Leader Award (2023) and currently serves on the board of Residential Services Inc. Her technical skills span program design, operations, community engagement, and leadership development.
At Capitol Park, Jennifer leads the admissions team with a focus on compassionate, efficient, and equitable access to care, ensuring that every individual receives the support they need from the moment they walk through the door.
