Rachael Flohrs, MHA

Chief Executive Officer

Rachael Flohrs serves as the Chief Executive Officer of Capitol Park Mental Health Hospital, where she brings a dynamic blend of passion, experience, and visionary leadership to one of Minnesota’s leading behavioral health institutions. Rachael is energized by the opportunity to shape the future of mental health care at Capitol Park, and she is deeply committed to creating a healing environment where innovation, compassion, and clinical excellence thrive.

 

Rachael stepped into the CEO role following her impactful leadership at Burkwood Treatment Center, where she drove meaningful organizational improvements and expanded access to care for individuals facing mental health and addiction challenges. Her career spans both nonprofit and for-profit healthcare systems, with leadership roles across inpatient, outpatient, and residential settings.

 

Before joining Capitol Park, Rachael played a key role at the University of Minnesota’s Department of Psychiatry and Behavioral Sciences, helping to guide the state’s mental health response during the COVID-19 pandemic. She also led mental health and addiction services at St. Joseph’s Hospital, where she oversaw the expansion to 115 inpatient beds and launched a specialized program for pregnant individuals experiencing opioid addiction. Earlier in her career, she served as Director of Performance Improvement and Risk Management at a behavioral health hospital in Bowling Green, Kentucky.

 

Rachael’s leadership is defined by her enthusiasm for team development, performance improvement, mental health advocacy, and strategic growth. At Capitol Park, she is especially excited to build new service lines and foster a culture of excellence that meets the evolving needs of the community.

She holds a Bachelor’s Degree in Psychology from Gustavus Adolphus College and a Master’s in Healthcare Administration from the University of Minnesota.
